Proposed Zoning Text Amendments Related to Homeless Resource Centers & Homeless Shelters

Here is a link to the proposal.  Here is the Planning Commission Staff Report.  This is the SHCC Letter to the Planning Commission.  The purpose of the proposed zoning text amendment is to prohibit any new homeless resource centers and homeless shelters from being in the city by making them prohibited uses in the land use tables found in the zoning code. It will update the conditional use standards and regulations that are specific to homeless resource centers and homeless shelters, and consider creating a different definition for a temporary overflow homeless shelter in the zoning code and allowing the use in some zoning districts.

The city also invoked the “notice of pending ordinance” which allows the city to pause any land use applications related to the proposed code changes.  That notice is allowed to be in place for 180 days. If the changes are adopted prior to the 180 days, any pending application would have to comply with the adopted changes.  If they are not adopted, the city would be required to process any application that is submitted up to the point in time that the changes are adopted.

This was denied by the Planning Commission on January 26, 2022.  The City Council approved it on December 12,2022.
